Russia’s summer fuel crisis has returned as Ukrainian strikes hit refineries and major firms reintroduce purchase limits. Gazprom Neft and Tatneft reinstated caps, some stations running out of supplies. Rosneft went further, limiting gasoline to 30 liters per car at every station across Russia while allowing no limit on diesel, with rationing again spreading to Moscow and St. Petersburg.
