Federal investigators said pilots of an Amazon cargo jet overran a Miami runway Sunday after apparently not being fully in control and briefly considering aborting the landing. The N.T.S.B. described the final 30 seconds as likely costing runway length and critical seconds before the plane hit two vehicles and killed five people before stopping. A cockpit voice recorder readout is expected.
