The Court of Justice ruled that telecom providers cannot use the EU electronic communications code alone to authorize unilateral changes to customer contracts. The decision, in a case brought by Germany’s consumer federation against Vodafone, distinguishes contract-variation authority from the customer cancellation right and does not award refunds.
