Comcast, after losing a bid to avoid any payment, urged regulators that Appalachian Power should be paid next to nothing for pole replacements tied to new Comcast equipment. APCo argued for about 20% of replacement costs via pole-attachment charges, while Comcast said the blanket fee violates commission rules and seeks refunds and prompt bureau action.
