Alibaba released core files of its Qwen3.8-Max AI model for anyone to download, copy, modify, and distribute, but added rules for commercial use. Large companies or affiliates earning over US$50 million in any 12-month period must get a separate Qwen licence to run it as a service or assistant business; internal use is exempt. Paid APIs are also offered, with per-token input/output rates.
